Not much needs to be said because measuring for ROI has to happen.
If the person you are thinking about doing business with cannot produce some ROI reports from past customers or reference letters specifically referring to metrics and ROI then you should assume, to be safe, that measuring and reporting ROI is not a core part of their normal business practice.
Given what is at stake today in terms of accountability, competition and the scarceness of resources shouldn't you expect a documented ROI? I think you should.
Measuring has to be done. It has to be discussed and we need to agree in advance what metrics will be tracked and measured. We have to agree in advance what constitutes an ideal return for you, who will track it and what your report will include. Almost any training or management consulting investment project can and should produce a measurable ROI.
